Basically, if your backend is multi region (and you need services like a global, https load balancer), you need to consider the Premium Tier, There's a flowchart, showing the decision process. However, in brief, if you need either Premium Web Security Scans or Advanced WAF (Cloud Armor), or have backends that will require a global https load balancer, Premium is your only option.
