While there is no native GUI for CLoud SQL, you CAN use your own SSMS to connect (using an appropriate connection string).  And you should be able to run commands as regular from SSMS.
What you cannot do is actually get ON the underlying instance (VM) to perform any DBA type tasks (kill sessions, restore terminated dbs etc.).
